I'm making this post because there are no real good solutions to the problem that the players having. It's always the usual responses: - Just use megahack
- FPS Bypass
- Turn off smooth fix
- Turn on/off vsync
- Reinstall drivers/game
Not only these solutions are damn bad but using Exclusive Fullscreen is really important because it tremendously reduces latency on windows. Linux users don't have this problem I noticed some people solved it by doing nothing. Some are reinstalling their drivers for no benefit. Some are turning their Vsync on/off. And playing on borderless and etc.
Those solutions are meager band-aids and those not solve the issue itself. So I finally investigated the problem for myself since I was experiencing it randomly this week.
The cause: Opening GD will revert your current monitor setting to it's factory default resolution.
Usually, Your monitor will flicker few times when opening GD. This changes your monitor to it's default setting (like windows staying on 60Hz as default when you setup a new monitor). Hence the 60Hz issue people are having.
The solution:
And change your current detailed resolution from 60Hz to your desired Hz (in my case, 165Hz). Don't anything change else like sync polarity and such.
Do not touch the extension blocks. Those have something to do with Freesync/Gsync
And lastly, open restart.exe to restart your monitor to take effect. This is will flicker your monitor for a moment
After you've done all that, GD should open with Exclusive Fullscreen on your desired Hz. And in case you screw something up, You can open reset-all.exe to turn your monitor's defaults.

Apparently it causes every video playback to have increases brightness/contrast. Or at least for me. The fix was to reset all of the changes I've suggested above. But at least GD keeps the intended Hz even after you reset it. If anyone finds a fix for that issue particular issue, That would be great
