Should Tidal wave be rated?

Idk the whole situation surrounding this level, but the fact that this question still needs to be asked is pretty pathetic for the GD community. From what I've seen, the holdup is some of the GD mods don't think it's good enough to be rated? A star rating was never some badge meant for levels of exceptional quality only a few could get, it's literally just incentive to play a completed level. There should've never been a debate around whether the level should be rated unless there is doubt on whether the verification was legit. It's just embarrassing the state of GD mods, and one of the reasons I'll never get back into the game.
