If you think about it, someone could easily make a new top one that would instantly take over Acheron. Most of the difficulties will come from the fact that new controls will be confusing, but we could make hard spam levels, memory levels, puzzle levels, mini games, REALLY LONG LEVELS! What do you all think?

Verification would be the issue, but yes. There could 100% be a super hard level that just uses random triggers and gimmicks but if it isn't done well it'll just get hella hate on it. Not that hate can stop someone who wants that top 1 over anything (cough cough Avernus)

In a way we've already had maximum difficulty via levels that push the limits of what's humanly possible to complete, but this difficulty will definitely be expressed in new ways in 2.2; at least I'm hopeful that the new gameplay features will diversify extremes and make them a little more interesting or (with less difficult extremes) a little more accessible to people without the absolute best skills or equipment.
I'm mostly wondering about how swing will be used tbh, because levels that will be difficult due to the arrow triggers, reverse triggers, etc might mostly be like this due to how tough they are to sight-read, not because of how much technical skill is involved (even though timing is obviously important); if 2.1 already had these triggers, they could make current extremes harder, sure, but the actual gameplay of those levels isn't really affected. Hard to figure out what I really wanna say here lol but I hope this kinda provides an idea.

at the start we wont see much, but as creators learn the 2.2 editor, the same level as in 2.1 will be achieved, if not more
