so i uploaded 2 levels within about 5 mins of each other. one is a copy one is not. They have the same ID (78418568) and I cant request one off them on streams.

This could just be some sort of glitch with level IDs where the server interprets copies of levels as the original. Depending on which one you want to keep more, you could delete one from the server (provided it has less than 10k views, after which it cannot be deleted) so you can request the other.

Even so, I don't know enough about the more technical aspects of the game in this sense, so for all I know this could actually be an intended feature in the game that you and I just didn't know about before.
