A long time ago, actually never, and also now, nothing is nowhere, makes sense right? Nothing was never anywhere, that’s why it’s been everywhere, in fact it’s been so everywhere you don’t need a where, you don’t even need a when, that’s how every it gets.

Technically anyone can do it, but that doesn't mean everyone's opinions should be taken seriously. I'd say that should only happen if you're skilled enough to beat a list demon; that is, only the opinions of people that can beat list demons should be taken into consideration when judging the difficulty of list demons. This continues to apply the higher up the list you go: in order to have your opinion on the difficulties of levels be taken seriously, you should be able to beat something around the difficulty of those levels. For example, I'm not qualified to judge any list demons, whereas someone like Trusta would be qualified to judge extended list demons and some main list demons but not levels like Crimson Planet or Zodiac.

exactly what fezzie said, you need to have beaten or at least have good progress runs on some demons around the same area as the ones you're trying to compare
