Randomly my game becomes really laggy and stuttery

For some weird reason, my game becomes really laggy and stuttey and i cannot do anything to change it. I have a great pc with a 3060 ti and a ryzen 5 cpu so my game should be running perfectly smooth. I need help with this because it makes the game unplayable. I attached a video below (its not the best quality). One more thing is that i have alrady tried adjusting all settings that are important.
