In general, if you would just use your current skill to beat it (if you can), Deadlocked would definitely be harder as it consists memory and skill both at the same time, on the other hand, Clubstep is mostly focused on ship gameplay and not gameplay overall.

Though if you're new to the game and start playing levels from Stereo Madness to Fingerdash (you might save someone levels for later like Clubstep, ToE 2 and Deadlocked), Clubstep would maybe actually be harder as you would most likely beat CLubstep first before beating Deadlocked,and when you get to Deadlocked, your skill would already be good enough to beat it.
