Is it harder than slaughterhouse, and do you think that it should have been featured?
Honestly, I think we need to wait before we have victor of both levels to answer, nad yes i think it should be featured, the deco is above most featured levels nowadays, and the wa it uses basic blocks to make designs is superb.

Jackattack moved to Debate bc imo it's more fitting there  Isn't Sakupen Circles a Silent-difficulty type level? If it is, it might not be a good idea to feature it since featured levels afaik have to be able to be completed without hacking (evidenced by RobTop's unrating and/or deleting of levels that are verified via hacks). I don't really know anything about Slaughterhouse though, I assume it's a newer level.
