Splitting into gameplay and decoration...
Gameplay
A very simple concept executed well. Digging into the mechanism of the level reveal quite a simple contraption of this level, with the clever use of level scrolling. This also seems like the intuitive way to recreate this arcade game, but maybe make good use of spawn triggers or collision boxes or that kind of stuff? It seems like you didn't use those, and they are really useful for making minigames. I personally think that waiting for seconds for the level to end seems like a waste, and you would rather think of a way to shorten that time and add stuff instead.
This is especially true when the level has only this minigame, which I think is too little for a GD level. If you can cut waiting time, you can add more content to make the game more 'full'. Each level in the AlterGame series span over a minute or two, while Game Time stuffed a couple of minigame section with some 'action parts'. Your level has just around 30 seconds where the players needs to input, which is quite short. Coding something like this is already a really good job, I know that, but I think a minigame level needs more than that.
Decoration
I don't know whether you want to recreate the visuals of the arcade cabinet or simply keep a retro feel, the level simply lacks detail. This is not good, especially when 2.1 values decoration so much, almost every featured level has exceptional decoration. Also, the middle section is very blurred. I appreciate that you took the time to smoothen out the edges with glow objects, but it just looks like I got myopia or something. Overall, the decoration is sub-par. Although your focus is probably not on filling up the level, a good deco can really make the level more appealing and fun to play.
Just a sidenote, this specific font has large gap between characters. Although Font 5 has an 8-bit feel, I would rather use something that has narrower characters. Personally I think font 10 would work here.
Verdict
Decent. Nicely done for your minigame idea. However, I doubt this will be rated because it does not has much content, and is not quite visually appealing. See if you can expand on ideas of making games inside Geometry Dash, and make use of other triggers in the editor. You can also check other rated or featured minigame level, such as AlterGame and Game Time I mentioned just now, and TouchArcade.
