I think my points may be a little skewed as I'm not really a conventional creator.
I think the hardest part of creating is being original. There's so many things people have done already. And we already have so many prerequisites on what's good and what's not. When I try to do something different, it's very hit or miss if it's epic looking or not. It would be so easy to play it safe and do the "blending glow block design with black glow for shading" thing but as your unconventional creator, I want to do something different.

Although I struggle with effects and stuff like making the level not look empty, good color combinations, and trigger usage, the biggest thing is definitely motivation like Dragon said. I can at least do decent gameplay and block design; even though that's not enough to be good nowadays, I can't ever sum it all up to just go into the editor, build, and release my first real level ever.

This is more coming from my own experience but I reckon it's a big struggle for everyone in the community, seeing how low of standards some rates are.
I reckon execution is where everyone struggles the most. You can have a cool and/or unique idea, but having the skills to make an exact copy of how you see it and knowing how to structure your style really defines the creators who know what they're doing and ones who don't. I may have been able to make decent game play, but I still had really poorly executed decoration up until last year. It's only now that I've realised cloning creators with good execution solves that problem. Knowing how they use colour, depth and formatting really helps with getting an understanding of how to make your style look good.

The will to finish a level. It's not "easy" but it is possible to make feature-worthy deco. The part I find hardest is to actually apply this deco for the rest of the level. It's boring and sometimes the pride of a great level isn't worth the boredom and stress to finish it.

I came out with a really cool idea for a level, so I started creating a new level, and just as soon as I entered the editor, I was like... "How am I going to pull this off???"

Not getting burnt out because decorating takes 11 years nowadays. I don't know how some people can pump out levels in a few days.
