I agree that this can be consider as a level instead of a layout but keep in mind that if "one" of the community sees this rated, It will become the new generic/trending level, So no, I would rather have mediocore effort design levels instead of this, Still, Cool level i guess.

I draw the line at some sort of design/decoration. This level has filled in blocks in places and some air decoration in places so it qualifies as a level in my opinion. Is it a good level? No. Visually it’s straight up garbage. I didn’t like the 1.0 decoration style when Triaxis did it, I didn’t like it when that one 2.1 level with Firefrost as the song did it (it really just had one good effect at the drop and that was it), and I don’t like it when this level does it. It just comes across as lazy, like the creator couldn’t be bothered to decorate the level.

In having colors and things other than gameplay blocks, it's not a layout. That said, still not really worth rating. It has about as much as a really early level (1.0-1.3/1.4), which would make rating it kinda dumb.
