As there are a large number of moderators with only two categories that they fit in (Normal and Elder), I believe there should be some more additions and regulations to the moderation system. Here are my levels of moderation:
Universal Moderator: Can decide on what rating certain levels are but they have to complete the full level in practice at least and be a certified yellow user-name player. They get no mod badge. Bonus Moderator: These are given to players who have over 5000 stars or at least 1 cp and gain the ability to send a limited number of levels through to the Alpha Mods per week. No badge is given, however text is yellow. Certified Moderator: Can send an unlimited number of rates to Alpha Moderators and players can only receive this badge by RobTop. Normal badge and text is now orange. Elder Moderator: Can ban and delete comments from any player and has all the same abilities as the lower mods. Same elder badge and text is green. Alpha Moderator: Can rate levels along with all previous abilities and are only given to the players that RobTop thoroughly trusts such as ViPriN and maybe Rustam or Jeyzor. Badge is Blue and Dark Blue and text by these players are Blue.

I like the Alpha and Certified Mod ideas.
However, I think the Universal and Bonus Moderator ideas are not very good. I'll start off with saying what I think about the Universal Mod.
1. Why should it require the player to be registered? I can't remember when that wasn't a requirement for any mod position.. 2. Why must they complete a full level in practice? Yes, it's all fine and dandy if the level in question is easy, but what if it's extreme demon? What if the mod in question is a mobile player? Too dependent on playing skills and the player's device.
The Bonus Mod: 1. Why should there be only a limited number of levels allowed to be sent per week? It's not like adding this particular limitation will decrease spammy level-sending, as the Certified Moderators already have the potential to spam the Alpha Mods. Doesn't fix the spam. 2. Again, too skill-based. 1 CP as a requirement is a start, but the Bonus Mod's job is to send good levels to the Alpha Mods. Since that's their job, 5k stars shouldn't be required - after all, it's not related to their abilities as mod, and is also rather dependent on a player's device.
