Gameplay: 7/10
It's pretty clear that you focused more on the effects than the gameplay. However, I like it for the most part. My only critiques are that the UFO section seems way too hard for the rest of the level, mostly because the mini UFO portals section took a while to get used to. Also (not sure if this goes in design or gameplay but I'll put it here) I'm just generally not a fan of putting text over portal changes, but that is just my opinion. Despite that, I couldn't find any bugs and it's good overall.
Design: 7.5/10
I definitely like the first cube/ship part the best. It's very subtle but I love the contrast you were going for in the objects/background. The ball section is alright but I'd say add more to it in the decor and maybe add more pulses as well (I can kinda say the same for the rest of the level tbh). Once you hit the UFO section it's a complete change of pace. I would still like more in the background though. The spider section seems very out of place in the level and honestly lacks a lot of the creativity shown in the beginning.I think my main critique is just that I wish you carried over more of the effects from the beginning.
Overall: 7.25/10, Good
Considering you are new to creating I see you have a lot of potential.

Agree with the review above, but adding on a few more things.
Personally I don't think gray backgrounds mixed with colorful foreground work. Very rarely they might work, but the way this level does it simply doesn't. Either go full color or full grayscale, but mixing both tends to be like oil and water. Also even though this seems like a simplstic level, try and add more layers. Use less, but still achieve the same amount of filling and depth in the level. Don't just use less for the heck of it, although I'm sure you didn't.
Also the black screen transitions, avoid this. This only not only fits in the colors of the rest of the level, but it impairs the ability to sight read. The colors of the actual level also seem very darkened and not vibrant enough in some parts. Try and brighten up the mood a little. Also make sure the colors compliment each other and don't clash too much, some rainbow parts has very clashing colors. And as said above, the text portals are the worst part of the level.
I however disagree with the placement. I'm going with low-Decent.
