Currently the mod system works like:
'the more mods that send a level, the higher chance the level is to be seen by RobTop' 'the more levels you send / the more important you are, the higher chance a level you send is to be seen by RobTop'
THIS CURRENT CONCEPT IS TERRIBLE.
To make sure ALL sent levels are seen and reviewed by RobTop, sent levels should be listed where the least recently sent levels are seen first by RobTop. Then, he goes down the list eventually getting to more recently sent levels. With this idea, a creator has a chance of getting their level rated even when one mod has sent it.
This eliminates levels being prioritised when multiple mods have sent it, and gives every level a fair chance of being seen by RobTop.
With this idea, each level can only be sent by one mod as there is no longer a need for multiple to send it.

#2: When RobTop decides against rating a level, he MUST give a reason in the comments section and mods will not be able to send the level until the level is updated, where it could get potential for another chance to be rated.

Honestly he should just let elder mods be able to rate levels. That would solve the issue of needing to wait for RobTop to review a level and would help placate a lot of people in the community since levels that have been called to be rated for ages would finally be rated. Elder mods should also be able to unrate levels that decide to abuse the rating system (like what LDrake did by turning all of his demons into free demons).

I agree about the idea. While with just one send RobTop is able to see the level, there's some sort of priority appearing when levels are sent. When more mods do it, the level probably appears higher on the list, giving the creator more chances for the level to be seen by RobTop himself. That's why levels with 1-2 sends rarely get rated (or just with long delays), while the fastest rates are from these which were sent by many mods.
I wish also that Elder Mods or even Admins if implemented, would be able to have like a sort of limited way to rate levels. That way giving rates would be much faster.

Maybe.. if a level sent to Rob just sits there for a certain amount of time it gets bumped up higher on the list so he can see it, it doesn't take like 6 mods to send a level to get it rated, after a bit levels sent by even just one mod will be seen.

I mean I can see why some levels don't get rated despite being sent by like one mod, as there may be a risk of sending the level as a joke. A good example was that weird unfinished level which was dedicated to 8-bit Ryan. Someone sent it as a joke, and it got rated. However I think that levels with at least 2 or 3 sends should be guaranteed to get a rate, as there's a smaller risk that it was a joke or mistake.
