There’s 2 options for verifiers:

1. The verifier uploads on their account. This is when they are given the said level copy and they verify it on their account. Some examples of this are Bloodbath, Blade of Justice, Yatagarasu and Bloodlust.

2. The verifier uploads it on another account. This is when the verifier is given the password to somebody’s account and then they verify and upload the level there. Some example of this are Innards, A Bizarre Phantasm, Gamma and Ultraviolet.

The creator gives their password to the verifier, who logs into the creator's account and then, verify the level(s) and upload it/them. Aftwerwards, the verifier logs out. The creator can then change their password to assure that the verifier no longer will be able to log into their account.

Also, perhaps this thread should be in Game Support? Dragon (you're the [to me] most active moderator online right now).

EDIT: I believe Blaze's answer is a bit more straight-forward, you should read that instead.
