When I post to Everyplay, the replay just says "Uploading 0%".

Is your internet connected when you’re uploading? Or are you signed into your account? Sometimes this just doesn’t work sometimes like when my Theory if Every v2 replay didn’t upload but if it’s persistent then try and make sure everything’s all connected

This could also be a result of Everyplay shutting down in October, but I’m not entirely sure

Yeah, it could be actually. Unity's shutting down Everyplay due to server costs, so it could be a result of changes with their servers.
