So I had this problem week ago.
tried to refresh account, backup didn't work.
tried to load my data, backup still not work.
so how to I backup? I don't want to lose my incomplete level and stars.

Try deleting excess created levels you have and don't need. Oftentimes that causes the inability to save.

Most of the time, the problem is because your save file is too big. You would have to make it smaller.
Try to delete all your Saved Levels, and also all the Created Levels that you don't need anymore.
Then, try saving again and see if it works.
