This is my best level so far: 40267020 and I am pretty sure I am outdated in creating. Can anyone tell me if there are any must-haves and must-not-haves on a 2.11 level?

Summary: Gameplay is overall pretty good and fun, but you can't have black portals. Make sure gameplay is very obvious as well, you don't want players relying on the arrows to know where to go. Design needs to be improved. It's very empty, and it's all the same except for one wave section where it has some glows as well. The background needs to be filled especially. Sync is decent, but there were a couple sections like the ball where it doesn't have any.

Moving to Decent Levels.
