I believe one of them is for the little '+' icon under the level name (disable high object alert) and the other one for the warning alert that displays when you click the play button (disable play object alert). I might be wrong though.

"Disable High Object Alert" turns off the warning that displays when you try to play a level with +40k objects. "Disable Play Object Alert"...I'm not sure. It doesn't remove the plus sign nor does it have any effect for increasing the object count in the editor. It might just be bugged out.

I'm pretty sure it's the same...

The "High Object Alert" is for removing the warning about playing a level with more than 40k objects. The "Play Object Alert" according to the description, kinda does the same thing. I don't think there is a difference but the Play Object Alert function might be bugged out completely.

No comments needed... the first one when ticked disables the alert when playing a level. the second one i have no clue, i've tried levels with it checked and unchecked, yet i always still get the high object alert unless the first one is checked.

I'm assuming "disable high object alert" is disabling the warning you get when going above 40000 objects in the editor, and "disable play object alert" is disabling the warning you get when you play a level that has more than 40000 objects.
