pulse trigger: bg id forces 999?

when the target id is bg, and i exit from the pusle trigger menu, it changes it to id 999 and doesn't affect the bg. strange bug

Thing is, when i did it, (as in setting the pulse to BG), when i exit the pulse trigger menu, it just changes to "999" What should I do?
