I don't really find it necessary for members to put their list thread in General and tag staff to move it to lists, that just makes it more complicated. If duplicate lists are created, they can just be locked or flat out deleted. Make the process more simple, but just say "look through this board to find the same list that you are trying to post here. If there is a list with the same title/purpose, post in that thread instead. Only create your own if it's original." It would just be less of a hassle in my opinion.

No because then bad, effortless lists will be made there. The approval system allows for good high quality lists to get in there.

It's fine the way it is, although a sub-board may work for unapproved lists.

Well, while I don't know much about what goes into lists myself, I do think that for the aforementioned reasons by dragon48100 it wouldn't be a good idea to allow them to directly post their list in the Lists Board. Besides, of course people could also just make troll threads not related to lists at all. I do however, think that an "Unapproved Lists" Sub-Board for this could very well work, after all we have already gotten the concept of "Guides" and "Unapproved Guides" running quite smoothly. The decision is hardly up to me though, it'd be great if a List Editor or Admin could voice their opinion on this, too.

Or "AnotherExample's top 5 featured list"

I think this idea could work if there was a subboard for it. Maybe something like "Unapproved Lists", kind of like how the Guides work. This would probably require less unnecessary work for mods (locking unnecessary lists) and people would stop saying annoying garage like "Post this in Lists" because they don't realize normal users can't post Lists, mods have to move them into Lists from General Discussion, I believe. Maybe instead of mods, there could be List Officials who monitor the threads in the potential Unapproved Lists subboard and move them into Approved Lists or something if they are good, and move them to the potential Rejected Lists or Unapproved Lists Archive if they are not very decent lists.
To me, this is probably the best solution. However, I know everyone else probably has other ideas.
