Lag when livestreaming

Whenever I livestream, my game doesn't lag, but when I go look at the stream on twitch.tv, it goes like 0.2fps and it's the same if I watch it in the "past broadcasts" section

I have my encoding set to 3500
my fps to 30
my resolution to 720p (downscaled from 900p)
ultrafast cpu preset
