This is usually a problem with your internet. I had this problem a couple years ago and it was with my firewall. Try turning off your Wi-Fi and try again, see if that works.

Have you tried refreshing your login?
Usually, doing this would fix the problem.

Hard to tell because I had this problem back when the levels used to be flooded a lot. Due to this I couldn't send messages for like 2-3 days.
Maybe try saving your data and re-logging on the game. I don't know if it will fix but maybe it's just an account problem.
