I have an idea to stop mass spam. Though simple, it might actually work. It won't stop spamming as a whole, but it will still probably be useful.
Every time a user or spammer gets banned, decline every request to get in the forum for 1 hour. If another user is banned within this time, then restart the timer if it happened from 30 min left-1 min left. If it happened before the halfway mark, don't restart the timer, and let it keep going from where it left off when the first user was banned.
Basically, 60 min-31 min: Don't restart timer. 30 min-1 min: Restart timer.
Do you think this would be helpful?

It would also ban a ton of non-spammers. Maybe we could limit the number of threads made in 10 minutes

The "decline every request" doesn't really sound right, as some other persons might register in the same hour, but just gets rejected.
And also, spammers don't really create accounts immediately in less than an hour after they're banned, so this wouldn't really do much.

This would do nothing but make things worse. You need to realise that spammers don't come one after another (or at least one spammer doesn't come an hour after one spammer has been banned). This would also be an inconvenience for normal users since they have to wait longer to register. Also, would the timer be automatic or would someone have to stop it? Both ways are pretty inconvenient to deal with regardless.

This still doesn't get rid of the spam itself. The quarantine plugin I suggested works a lot better than this and it's also actually compatible with Proboards unlike this (it probably is but I haven't researched about this yet). Also, my second point about being an inconvenience for normal users wanting to join when this timer is running still stands.
