Well recently, there has been quite a few locked threads in General Discussion, not to mention those in other boards. So maybe, a month after the thread is locked, the thread can be deleted? Just a suggestion.

It depends, if the locked thread contains some useful information in it, they don't need to be deleted/moved to Archive (if deleting a thread isn't possible for mods and above. But if the locked thread is completely useless, it has to be deleted instantly.

No cuz I actually revisit some threads and I don't want them deleted just cuz some new member decided to post something unrelated after thread has been dead for 16 months

Sorry for necro, but I had an idea. Maybe when the mod locks the thread, he decides whether to lock it or not. If a mod locks it he unfortunately can't choose whether he locks it or not. ..but if you meant delete, I doubt don't think it's necessary. If it would be, mods can delete threads anyway.

Like Ian already said, most locked threads get moved into the Archive soon after so there shouldn't be an excess of locked threads in the main boards.
Deleting is kind of permanent and it's probably safer to keep threads somewhere if we ever need to use them again (although probably not).
