Just a random thought I had. Is it more annoying if:
1. A creator buffs an already rated level (can be seen as unfair to people who are currently trying to beat the level) or 2. A creator nerfs an already rated level (can be seen as unfair to people who already beat the harder version)

All buffs tend to be cancer. I've never really had an experience with nerfs but i can imagine it would piss people off. See PG Clubstep.

Buff,Down Bass its a good example My friend was trying that level and he got far but when the level got buffed he dont try it again

Buff, especially for demons. It's really annoying when you're trying to beat a demon but then the creator just buffs the difficulty. It sort of kills a lot of motivation you have for beating it in the first place. Nerfs can be pretty annoying for people who already beat it but at least it doesn't stop people who are trying to beat it from completing it.
Another problem is map packs. Usually, if a map pack level gets buffed, it tends to make it a turn-off to play since its actual difficulty doesn't match its rated one. Can't Let Go v2 by R2bbit is a good example of a map pack level getting buffed and a lot of people who played it afterwards hated it.
Finally, buffs usually make the gameplay more frustrating to play for some reason (see Theory of Firepower's ending).

Buffs are more annoying, because they're pretty much unfair compared to the people that already beat a specific level. Down Bass is a good example: it was known as an Insane Demon and the second hardest NC level, but it got buffed even more at the waves and it became an Extreme Demon which is considered even harder than Cataclysm, come on! Isn't that unfair to the users that want to beat it? It often demotivates these people.
Nerfs might sound unfair to the people who struggled with them more, but most of them will just ignore the fact and go on. Who knows, maybe the creator wanted a level to be accessible for more players than normally?
IMO buffs are only okay when someone's verifying a level, not updating an already uploaded version of it.

Buff is more annoying. I remember when Nine Circles was buffed (because it was Zobros birthday before), people are annoyed with it. Same goes with Cataclysm, Down Bass and Theory of Firepower(?).
Nerf is not that annoying in my opinion. I feel like it's more rewarding to beat the buffed version rather than nerfed version. Good example is Cant Let Go v2 by Rabb2t. I beat the buffed version but I've heard that the level got nerfed. I was really fine with it.
