What if we implemented the friend system and chat (like facebook chat)(down-right the screen)
This will make bigger community and more active users!

umm that's essentially following, if you follow someone back you become friends on the forum (not metaphorically, literally)

I'm not sure what you mean by friend system, most of the typical friend system functions are already implemented in the forum itself.
Chatting can be done in the Shoutbox, but if you want it just between a couple people you could always PM.
