New Forum Structure

As you might have seen in one of my previous threads, I want to make this forum better. One of the most effective ways to do this is, yes, to give this forum another complete facelift and restructuring. Remember the last one we had, and the amount of drama/shítposting actually went down a lot, at least for a few weeks? Well, this time I want to make it forever.
One of the things I am concerned about is the various Boards. I really think the boards should be renamed, and new rules to be written for each one of them.
1: Game Discussion. Easy, well known rules: no spam, no stupid posts, no advertising, NO DRAMA, and Geometry Dash only.
2: Level Suggestions: No double requesting, unless the first thread gets locked for NO reason before getting a rating. Long and extra long levels only. Medium is okay for some scenarios. No level under 1000 (variable number) objects. No spam levels/trolls/secret way levels/GD IS DEAD levels.
3: General Discussion. Don't confuse this with Game Discussion. This will be the new name for the lounge, with the same rules as Game Discussion except that you can talk about almost anything and shítposting is allowed to some extent. NO CLICKBAIT/USELESS THREADS. (Rickrolls may be allowed too, but no threads dedicated to rickrolls.)
4: Forum Games. Same as above, but games only. However, games are not to encourage spam or double/multi posting.
5: Miscellaneous. Not anything for me to suggest.
6: Debate Lounge/Arena. This is where most of the drama is to be contained, in a safe, less messy and less butthurt environment. Constructive arguments or posts only. (If you are under 13 years old or do not yet know how to argue properly, please, please do stay out of this board.)
EDIT: THIS IS NOT A DRAMA LOUNGE. Many forums have some sort of debate board.
You are probably wondering, "isn't this the current structure/rules for our forum?" However, nothing is achieved without more staff members. Not just that, but there should be a strict hierarchy of moderation. It will go like this:
Global Administrator/Owner: R4Z0R and Stardust. (RobTop or Darnoc may be here too.) These are the "owners" of the forum. They hold full authority and veto powers over any issue. Their rules are to be strictly adhered to, except for the case of popular vote/petition (petition lounge could also be made for those things).
Administrator: Basically a higher tier version of moderator. They should have at least one year of activity in the forum, and they hold similar veto powers to the global administrators.
Global Moderator: Self-explanatory. They can increase members' warning levels, but banning is ONLY up to the administrators and owners.
Board Moderator: Here's something different. Each board should have a moderator just for it. Could be less experienced forum members and positions will be rotated every 3 months. They can delete threads only to their assigned boards. Level Judges fall here, and they are basically the moderators for the suggestions boards.
Don't really have a good name for this: Could be called "Senior Members". They have limited power over posters and forum members, such as editing posts. They are basically the minions of the moderators. Trusted forum members only.
This is the most constructive post I have ever made, so I hope it doesn't fall on deaf ears. Special emphasis given on the Debate Lounge and Board Moderators. I hope at least some of these suggestions come to use.
I hope we can all make this forum a better place.

EDIT: Bumping, or necroposting, is something to be taken VERY seriously. Necroposters are to be given harsh punishment, if repeated without any reason. That doesn't mean that anyone is allowed to insult or demean them. I have bumped before too, but I don't any longer. I am really disheartened when i actually see people INSULTING necroposters with really harsh words.
