Battletoads. Lots of memo, insanely hard gameplay, and if you die, you have to restart the level. Die a few more times, and you have to restart the entire game.

Battletoads. Lots of memo, insanely hard gameplay, and if you die, you have to restart the level. Die a few more times, and you have to restart the entire game. Yeah... If you count non impossible online levels, GD is WAY harder than Battletoads. |

If you count non impossible online levels, GD is WAY harder than Battletoads. I dunno about that. You can practice BB and CC all you want, but the "You died, now go back to the start of the game" gimmick of Battletoads makes it near impossible to practice any level without cheats/save states. |

A lot of the old console games were extremely hard, not just for the old generation, but for this. Some really hard ones include Battletoads, Contra, Super Mario Bros. The Lost Levels, and...Takeshi's Challenge.
For the PC bracket there's osu!, Touhou, Open/Super Hexagon, and the I Wanna Be The Guy fangames.

There's no real way to measure how hard a game is. GD could have impossible levels.
