as explained above, the code to use is:
[span style="color:translucent;text-shadow:0 0 4px #1979e6;"]
To automatically use it in all of your posts, click edit profile on your profile, go to settings, change default edit mode or whatever its called to bbcode and paste the above code into the text field saying default bbcode.

Just simply type this:
[span style="text-shadow:0 0 {glow size}px #{hex color};"]
Where {glow size} is how big the glow is in pixels, and {hex color} is the color of the glow in Hex.
It would look something like this:
