The epileptic wave is a really interesting concept which was unique back in 1.9, also the wave was fairly new these days, as NC was released in a fairly early moment of 1.9. Maybe Zobros itself too, as he's a known creator and player.

When Viprin made CC3 (a creator contest where you had to create a V2 of a level) a lot of people seemed to be submitting remakes of Nine Circles, even Minesap came third with his Astronaut 13 level.
Personally, that's what I think made the level so popular and started the trend, but I could be mistaken.

it's easy as shit to make, you can pick a random rukkus song and color and you've got a level
it' also a good excuse for making lazy and/or awful gameplay (levels like catastrophic are popular... kms)

(People didn't care about death moon because it was red and black so that isn't an excuse before you list it as an example, and even if that's valid, people didn't care about nc because it was red and black lol.) Well, it was pretty original and unique, and the gameplay is really fun and nicely synced to an awesome song. I personally really like the level, too.
