if you don't know what I mean or if you're living under a rock, I'll tell you
Effect levels - levels that focus mostly on design and detail, they normally have things that stand out in levels, like a parralex effect or custom BG. (examples of effect creators: TriAxis, Echonox, Serponge, etc.)
Gameplay - levels that focus on the structure and layout of the level, has standard stuff a GD level would have. (examples of gameplay creators: TamaN, ASonicMen, Adiale, etc.)

Like @lubzy mentioned, levels with both are the best. But I chose gameplay because it's still more important than effects.

You can't choose between them, it isnt one or the other.
i think serponge can be a good example, I really like his gameplay, and I really like his effects. Why not both? Of course there are levels with better gameplay, but the difference between very good and very good + a bit isnt that big.

In my mind it's a 50/50 split, because having just one isn't good enough. People seem to always overvalue one or the other, and I think they are both important to be in a good level. Take manix for example: he has good gameplay, and also has good effects. Xaro is another good example of gameplay and effects being meshed together. So really, I think both are important.

Gameplay. If there's too much effects, the level gets confusing and annoying.

I guess Fusion, Toxin Lab III, Horizon and Deadly impact have good gameplay and are considered effect levels and have good gameplay, so effect levels. Also effect creators are getting better at making good gameplay.
