So apparently rob said that the normal speed is somehow 0.9?
Either this number is based after a unit we don't know about, or RobTop doesn't know anything about mathematics. The former is more likely but I'll assume the latter for the sake of this thread.
When comparing 2 different quantitative things, we have to have a predetermined value for 1 so that we can compare using numbers. In this case we are talking about speed so obviously the default speed should be 1. This way, when comparing the green or pink portal to the blue, we say how much faster it is compared to the default, which should be the normal speed.
Or he could just be trolling us.
EDIT: I did the math and this is what I got: according to rob normal is 0.9, green is 1.1, and pink is 1.3. Using proportions we can easily solve to see what the speed is compared to the default. Figuring out the green is this proportion: 0.9/1.1 = 1/x
x=1.222 so the green portal is times 1.222 speed.
The pink is this proportion: 0.9/1.3 = 1/x
x=1.444 so the pink portal is times 1.444 speed
RECAP: rob doesn't know how to do math and the actual speeds are green = 1.222x and pink = 1.444x
the new portal will be 1.777x

Maybe he had a base physics speed and didn't like it cuz it was too fast for beginners and set the normal speed to 0.9

Do not criticize rob when you are wrong. He actually taked 0.9 cuz for 1, 1.222 is actually wrong and is not precise. Math actually require a total precision so the actual value for 1 would be 1.1/0.9
And rob to put it easier put an arbitrar unity that makes base speed to be 0.9
